All humans living in the lunar habitat or the various space stations were sent back to Earth. Those who didn’t comply were ejected, forcefully.
Needless to say, the people of Earth didn’t take kindly to this stance. Meredith didn’t care, and they could do very little against her. She controlled their satellites. Without them, they had to aim every rocket manually, and that was assuming that she didn’t already have a backdoor into their systems through the aforementioned satellites.
